How to inject Heroine

Well it's not really NYC as a whole that fails, it's just their Health Department. And I don't really think it's a complete fail. It's sort of why they teach sex in schools; they'd rather kids know safe sex practices even though they don't want kids having sex, because at least that way those kids will be less likely to get pregnant or contract STDs. Well, this is sort of a similar concept. They don't want people to shoot up heroin, but they know people will anyway, so they'd rather they know the correct way of doing it instead of harming themselves and potentially killing themselves trying to shoot up the wrong way. Good intentions, but I'm not so sure it was the best idea.
